I really need a routine for my skin at night, and I’ve heard people say if you’re going to buy skin care products, buy the 3-step ones with a cleanser, toner, and acne treatment. Which CHEAP skin care products like this work best for oily skin?

Becareful of the types of products you use on your face, especially if you have oily skin, as you don’t want your skin to produce more oil.
You really need to use natural products and try to avoid ones with chemicals.
Sometimes a toner may increase the oil production.
Always look for poducts which say oil free.
Avon has great skin care products called Clearskin. They have 3 varieties
Clearskin Blemish Clearing – for moderate breakouts
Clearskin Pore Penitrating – for oily skin with occasional breakouts
Clearskin Blackhead Removing – for blackhead prone skin
and then the more expensive Clearskin Professional (comparable to ProActive) – for stubborn acne problems
All are under $10 and when Avon has a sale which is often they can be as cheap as $4 each except for the Clearskin Professional that is a little more expensive sale price can be as low as $7.99
Hope this was helpful
Good luck
